Access of Quality and Affordable Higher Education to all
Government of Punjab intends to improve the quality of higher education. Its main aim is to make higher educational institutions, dynamic, demand-driven, quality conscious, efficient and forward looking, in consonance with policy document. Hence it is imperative to concentrate on Accessibility Affordability, Equity and Quality. The salient Sectoral Development Goals of the State therefore, are as follows:

The key performance parameters are:
a. Gross Enrolment Ratio (Higher Education)
b. Adapted infrastructure and materials for students with disabilities like toilets, ramps, drinking water and sanitation facilities for girls.
c. The %age of sub divisions with at least one Government College
The key performance parameters are:
a) The infrastructure facilities in colleges like class rooms, library, auditorium, common room for boys and girls, canteen, parking facilities, sports infrastructure and toilets.
b) No of students awarded Ph.D. student
c) Number of researchers engaged in R&D on full time basis per million of the state population. Students’ placements/ Entrepreneurship self employment
d) Status of NAAC Accreditation
e) Number of Faculty Development Programs (FDPs) conducted
f) Number of teachers who attended and benefitted from FDPs
g) Number of teachers switching over to smart class room and IT enabled teaching learning methods
