1. Sectoral Sustainable Development Goals and Targets:

• Sustainable Development Goals (SDGs) as envisaged in national Indicator Framework of Ministry of Statistics and Programme Implementation, Government of India.

Government of Punjab intends to improve the quality of higher education. Its main aim is to make higher educational institutions, dynamic, demand-driven, quality conscious, efficient and forward looking, in consonance with policy document. Hence it is imperative to concentrate on Accessibility Affordability, Equity and Quality. The salient Sectoral Development Goals of the State therefore, are as follows:

(i) Sustainable Development Goal No.4: Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.

The corresponding STG’s targets are as under:

By 2030 to ensure equal access for all women and men to affordable and quality education up to university.

By 2030, eliminate gender disparities in education and ensure access to all levels of education and vocational training for the vulnerable, including persons with disabilities, indigenous people and children in vulnerable situations.

By 2030 build and upgrade education facilities that are disability and gender sensitive and provide safe, non violent, inclusive and effective learning environment for all.

To increase the Gross Enrolment Ratio (GER) of the State from present 30.3% (2017-18) to 50% by the end of 2030. The Government envisages bringing higher education to door step of maximum of its population.

To provide at least one government college in every sub division of the state.

(ii) Sustainable Development Goal No.9: Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation.

The corresponding STG’s targets are as under:

Enhance scientific research; upgrade the technological capacities of industrial sector by 2030, encouraging innovations and to substantially increase the number of research and development workers per million people and public and private research and development spending.

To create an enabling ecosystem to enhance the spirit of research and innovation in the universities.

To bring in academic, examination and administrative reforms so as to raise the quality of higher education in the state.

To improve the employability and entrepreneurship of students completing their higher education.

To improve and upgrade infrastructure in the government institutions of the State.

2. Present Status of the Goals, Targets and Baseline values of Parameters: the goal wise details are as follows.

(i) Sustainable Development Goal No.4: Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all:

GER will be the key performance parameter. The total gross enrolment ratio, for SCs, Girls, and gross enrolment of students with disabilities for along with the values adapted infrastructure and materials for students with disabilities (disabled friendly amenities like toilets, ramps, drinking water and sanitation facilities for girls) will form the key performance parameters with 2018-2019 as base line. The accessibility of higher education will be measured in terms of gross Enrolment Ratio (GER). The base line will be GER of 2018-19, which is 29.5 overall. The % age increase on yearly basis will be the key performance parameters to measure the progress. Secondly the addition of government colleges to every sub division of the state every year till 2030 will be another performance measuring parameter. The percentage subdivisions will be taken as base line. There were 49 government and 28 constituent colleges in 2018-19. 73% of the sub Divisions of Punjab had been provided with at least one government/ constituent college till 2018-19.

(ii) Sustainable Development Goal No.9: Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation:

The infrastructure like class rooms, library, auditorium, common room for boys and girls, canteen, parking facilities, sports infrastructure and toilets will be the key performance parameters and the up gradation and renovation thereof will also be a measure of improvement. The base line will be the facilities present in the year 2018-19. Number of researchers engaged in R&D on full time basis per million of the state population will serve as a performance parameter. No of Ph.D. awarded will be a key performance parameter. The performance measure will be in devising and implementing the reforms that will be measurable in terms of number of Faculty Development Programs (FDPs) and number of beneficiaries of FDPs, the teachers switching over to IT enabled teaching learning methods and tools students’ placements/self employment and pursuance of professional/research oriented higher education. Number of students engaged in research and number of Ph.D. students passing out every year will also be key parameters. The NAAC accreditation of Higher Education Institutions will also be an important parameter.

3. Strategy to realize the Sustainable Development Goals:

4. Details of Planned interventions, schemes and projects with indicators:

• The department of higher education has planned following interventions, schemes and projects to achieve the Strategic Development Goals as mentioned above.
It has planned to open 27 new degree colleges under the scheme, HE-25 Construction of 10 new colleges under which a provision of Rs. 30 Crore has been made for the year 2018-19, whereas a provision of Rs 50 crore has been made for the year 2019-2020. The construction of colleges is various stages of execution, in fact at three places classes have been started in temporary buildings i.e. at Ludhiana East, Jadla (SBS Nagar) and Kalanaur (Gurdaspur). The addition of functional colleges will be used as a performance parameter.
It has planned to upgrade infrastructure in ten government colleges under two schemes namely; HE-24, provision of infrastructure facilities in government colleges and HE-26, improvement in infrastructure in government colleges in Zira, Malerkotla, Kala Afgana, Sunam and Sardargarh. Under these schemes a provision of Rs 7.00 Crore and Rs 5.00 Cr has made for the year 2019-2020. The percentage of physical progress as well as the %age of fund utilization will serve as performance parameter.
The institutions of the state as well as outside the state with proven capabilities of imparting quality training and knowledge up gradation will be roped in to conduct faculty development programs for the faculty of the colleges of the state. Possibility of faculty exchange programs with institutions with in as well as outside state shall be explored. The bench marks will be set and performance parameters will be accordingly defined. But broadly the progress would be measured in terms of number of faculty development programs conducted, number of teachers benefitted from these FDPs, number of teachers switching over to smart class room teaching and number of faculty exchange events.
The Department has started process of setting up of Jagat Guru Nanak Dev Punjab State Open University at Patiala. The act of university has been passed by State Assembly. This will help in making quality education accessible to a vast population of the state.
In an endeavor to make Punjab a favorite destination for students across the world, Department is promoting investment in Higher Education Sector. Three world class private universities are in pipe line.
• a. Interventions under RUSA
Rashtriya Uchchattar Shiksha Abhiyan (RUSA), a 60:40 Centre: State sharable scheme of Govt of India, aims at fulfilling the three cardinals of Higher Education namely quality, equity and access. Under the phase 2 of this scheme, currently in operation, the following interventions have been planned:
Guru Nanak Dev University’s Centre for Agriculture Research and Innovation and the department of Sports Science and Medicine will respectively collaborate with Cornell University and South Florida University, USA for establishment of Entrepreneurship and Employability Hubs.
Punjabi University Patiala proposes to undertake research in Phyto pharmaceuticals, Functional Foods, Nanotechnology, Bio-resource utilization, Agro Waste Management, New Drug Development and Toxicity Testing.
To increase access in Higher Education, a new Model Degree College will be opened in the aspirational District of Moga.
Workshops, Seminars and Exchange programs will be organized under the Faculty Improvement Programme.
The State Higher Education Council constituted under RUSA will facilitate planned development of Higher Education in State and also ensure quality of Higher Education Institutions.

5. Key Performance Parameters to measure performance as per sectoral sustainable development goals and targets for key personnel

(i) Sustainable Development Goal No.4: Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.

The key performance parameters are:

a. Gross Enrolment Ratio (Higher Education)

f) Number of teachers who attended and benefitted from FDPs

g) Number of teachers switching over to smart class room and IT enabled teaching learning methods

Monitoring and Appraisal of Key Performance Parameters:

There will be four levels of monitoring/appraisal of the Key performance Parameters;

DPI (Colleges) /Project Director (RUSA)

Vice Chancellors of State Universities/Chancellors of Private Universities

Administrative Secretary, Higher Education

6. Monitoring of Progress:

The progress of the department on all fronts and with respect to the Strategic Development Goals will be monitored periodically. The 1st level monitoring will be at university/college level, where ever applicable. Second level of monitoring will be that of D.P.I (C) and Project Director (RUSA). The overall monitoring will be done at administrative secretary level with final appraisal of progress annually at the level of Minister for Higher Education & Languages.
It is envisages to hold review meetings every alternate month at university/college level and at the level of D.P.I and Project Director (RUSA). The overall progress monitoring will be reviewed quarterly at the level of administrative secretary. The appraisal of goals and achievements will be done annually at the level of Minister for Higher Education & Languages.
